Sagunto City Council, through its Social Services department and the Municipal Housing Office, is developing the Xarxa Lloguer Assequible (Affordable Rental Network), an initiative designed to connect landlords with vacant properties to prospective tenants at below-market rents. Still in the planning stage, the programme will offer participating landlords rent-default insurance, legal mediation and assistance in selecting tenants. To join as a tenant, applicants must be registered residents for at least one year, earn at least the national minimum wage and appear on the Valencian Community's Housing Applicants Register. Housing Councillor Nuria Carbó said the scheme aims to give real reassurance to owners who currently hold back from renting. Spain's Housing Act 12/2023 allows municipalities declared a rent-stressed area to raise IBI (property tax) on vacant homes by up to an additional 150% to encourage renting (Wikipedia). According to aytosagunto.es, the network is expected to launch shortly.
